this is excellent news that the payment industry is moving towards solving an age old issue, but how do we get access to this and what happens while we wait for banks to catchup ? As with all new technological advances there can be many choices of "app" lets say - working to launch a small number for the consumer would help considerably in getting it to market quicker and general acceptance.

The key thing is that the EBA is recommending and welcoming compliance by banks with PSD2 RTS on Strong Customer Authentication, so banks may move quickly (see the opinion of 19th December by the Euro Banking Association). So, yes, all PSPs should do this. New fintechs might find it easier to implement with little in the way of legacy. In any case, final draft is going to the steering group soon, the approval start date is 11/01/2018. Publication is set for some time this quarter.
